He is the Chief Executive of the Tourism Trust Fund, in Nairobi , Kenya . A lawyer by profession having been educated at Leeds University in the United Kingdom , where he gained his LLB and PhD. He taught for a few years at the University before moving to Kenya where he practiced law with a leading law firm. He developed an interest in financial services and later formed Corporate & Pension Trust Services Ltd. Thereafter he joined the Tourism Trust Fund as Chief Executive. He is also a non-executive director of African Alliance Investment Bank Kenya . Dr Kagagi has been a speaker at numerous conferences and has published several papers. He is widely traveled and enjoys observing wildlife. He enjoys sport and has interests in aviation and sailing. He is also a keen contributor to charitable activities. |

The Millennium Villages Project is a very successful holistic development approach in southern Rwanda , and the Government has decided to replicate the strategies in at least one village in every part of the country under the title “Vision 2020 Umurenge”. New Dawn Associates Ltd is creating micro-enterprise opportunities in the original Millennium Village based on the development of community-based tourism. The tourism product consists of an educational experience that focuses wholly on the development challenges and applied strategies of the Millennium Villages Project.

David, a Uganda-born Rwandese, is our expert for community development, conservation and ecotourism. He holds an Associate Degree in Business Administration ( Makerere , Kampala ) and a Postgraduate Certificate in Wildlife Management and Tourism ( Moshi ). Before joining NDA in April 2007, he acted as Warden in Volcanoes National Park and Akagera National Park where his responsibilities included the development of tourism as well as protection and law enforcement. He is the coordinator on the ground for our community-based tourism projects and also oversees internship programs to create new educational tourism products.

Mr. Moses Tukwasiibwe Development worker by training. He holds a Bachelor's degree in Development studies from Mbarara University , Uganda and has finalised his research for a Master's Degree in Development Studies in Mbarara University , Uganda . He is Research associate and coordinator for the community peace programme in the conflict prevention and peace building unit of the Faculty of Development studies of Mbarara University . The community peace programme is a conflict governance programme implemented by the faculty of Development studies in local communities around Mbarara Municipality.
Mr. Tukwasiibwe is also the Ag. Chairman of Rural Agricultural Services Support Association (RUASSA), a South-Western Uganda based NGO that promotes self-help projects among rural farmers for agricultural modernisation. |

Fiona is a Local Economic Development faclitator and trainer, with extensive experience in tourism and SMME development and has worked both in the public and private sectors. She was the provincial Socio-economic Development coordinator for the National Peace Accord from 1992-1995. She studied Local Government models and Local Economic Development in the United States , Canada , United Kingdom and Germany and has presented LED concepts to municipalities, district and provincial authorities both nationally and internationally. She facilitated LED agency concepts together with SMME support projects, is an accredited trainer with the Department for Environmental Affairs and Tourism for the Tourism Enterprise Awareness programme and lead the project team for the SMME Policy Framework for Rwanda . Fiona served four years on the local government practitioners panel for Good Governance with the Division for International Development (DFID) UK , six years as a director of the Mpumalanga Tourism Authority, Fiona is an Associate and Director of Africa Matters Ltd-SA, a UK founded company that focuses on supporting private sector development and investment in Africa . She is trained in international Local Economic Development methodologies, facilitation and communication and is currently lead facilitator for a SMME research project, and LED Strategy processes in South Africa , at various levels of government. Fiona initiated theprocess of bringing the Peace through Tourism Conference to Africa and the First African Peace through Tourism was held in Nelspruit South Africa in 2001. |
