SECRETARY GENERAL OF THE MINISTRY OF CULTURE AND TOURISM,
Sapta Nirwandar
AT
THE
3RD
GLOBAL
SUMMIT ON PEACE TROUGH TOURISM,
PATTAYA, THAILAND
OCTOBER 2—5, 2005
Your Excellency
Mr. Louis D’Amore, Founder and President of the
International Institute for Peace through Tourism,
Excellencies,
Distinguished Participants,
Ladies and Gentlemen:
It is my great honor and privilege to be here attending the 3RD Global Summit on Peace through
Tourism.
Mr. Louis D’Amore has kindly asked me to speak on: “A Strategic Tourism
Industry Response to International Terrorism”.
Indeed, Indonesia and several other parts of the world are facing problem of
global proportion that is terrorism. Indonesia had a series of major attacks:
the Bali bombs of 2002, the Marriot bomb of 2003, and the car bombing of the
Australian Embassy in Jakarta in 2004. Indonesia therefore, has been in the
frontline in the global struggle against terrorism.
This year, we have been rather fortunate not to have experienced so far a major
terrorist attack.
International community is well aware that Indonesia is facing .lots of
difficulties not only terrorism but also the worst natural disaster ever, the
Tsunami. As you all can see it is certainly the most difficult ordeal with the
tragic loss of 200 people in a matter of minutes.
We are fortunate and most grateful that the tragedy has generated a tremendous
amount of global goodwill, involving not just governments, international
agencies, but civil society, citizens from all layers and age groups.
Today, Aceh is slowly but surely getting back on its feet through the Agency
for the Reconstruction of Aceh.
Excellencies,
Distinguished Participants,
Ladies and Gentlemen,
We
are all aware, that tourism only flourishes in a climate of peace and
prosperity. Political unrest, wars, depressions, recessions, civil strive and
terrorism discourage tourism. Also, the widening gap between developed and
developing nations continues to cause frictions and to be a constant source of
concern for harmonious tourism development.
Today, more than ever before, a threat to one is a threat to all. Human
families are today interconnected as never before. From our experience, that no
nation can fight alone against the threat of terrorism, because it attacks the
values that mentioned in the charter of the United Nation respect for human
rights; the rule of law; rules of war that protect civilians; tolerance among
peoples and nations; and the peaceful resolution of conflict.
Indonesia as a nation has undergone the internalization of values which can be
applied in administering government affairs and public service in an
accountable manner.
The chains of crises affecting the Indonesia’s tourism image has force the
government together with all components of the society to take immediate
actions.
The tourism recovery action plan was formulated using various of management
approaches and techniques. The national philosophy which is base on the religious
and cultural values as reflected in every-day life is the core of the
Indonesian people’s strength to cope with crisis and at the same time become
the basic resource in the national development namely:
1. The principle of Brotherhood and Solidarity
2. The principle of Positive Thinking
3. The principle of being Accommodating and “No Panic”
4. The principle of Equity
Based in above mentioned principles, Phases of Concrete Action Plan were
implemented through the following:
RESCUE PHASE:
• Improving Security System
• Humanitarian Programs
• Image Recovery
• Soft Promotion & Marketing PR
• Domestic Tourism
REHABILITATION
PHASE:,
• Rescue Programs
• Promotion
• Product and service quality improvement
• Incentive to tourism industry
NORMALLZATION PHASE:
• Standards of Product and Service improvement
• International cooperation on Product Development
EXPANSION PHASE:
• Product Diversification
• Now Market Penetration
• Improvement of Service Standardization
With regard to above description, the government deemed it necessary for
cross—sectoral coordination, so that we are capable of acting fast effectively
in order that policies, programs and activities could be implemented in an
integrated and consistent manner and in stages.
Fighting terrorism will continue to be Indonesia’s top priority. We will
continue to pursue these terrorist groups wherever they may be hiding. To this
end, we will continue our international cooperation involving the police,
intelligence agencies And immigration. Also by strengthen the hands of
religious moderates.
Excellencies,
Distinguished Participants,
Ladies and Gentlemen,
I trust this conference will serve as a very meaningful occasion to share each
other’s experiences, and to contribute about alternatives to all of us to fight
global terrorism.
Finally, I hope you have joyous and rewarding time while you are in
Thailand.
Thank you.
